Apparently, Hargeisa has more rain per annum than Athens.

Hargeysa is not what it used to be. Back in the 80's, the city received more rain and had a climate resembling the climate in Addis i.e typical highland climate. People used to wear jackets when it was cold (just like Addis it could get very cold). Nowadays its different but the city is still cooler than alot of neighboring areas and it still receives more rain than many parts of Somalia.

You can doubt it, but it's still true. Ave precipitation in Hargeisa is 15.6 inches, Ave precipitation in Athens is 14.3 inches.
