what are you talking about ? Ras Kamboni are not allowed into the city, Kenyans are inside Kismaayo at the moment, so are Marehan TFG forces, but no Ras Kamboni were refused to enter the city.

I predict that Kenya and the Soamli government will hold a reconciliation meeting to resolve the matter some time, but for now Ras Kambooni must fight Alshabab in Middle Jubba.
