Reasons he would go to Baydhabo:
-One of the biggest cities in Somalia
-Has seen a lot of the impact of the war in the south
-Large non-darood/Hawiye population
-Easily accessible and relatively safe
-Recent AlShabab city
-etc

It seems like he is preparing his arguments on why he will pic a southern PM as opposed to a Puntlander. He of course does not need to do this, but this man is setting a new precedent, and subtly conscious of his role, of being elected by a non-elected parliament.

Order: Trolling? Now that's just a cop-out, I don't know about you, but I'm just trying to have a decent conversation that's all. Let's not state the obvious shall we, of course Somali politics is based on qabiil, and I never said otherwise. To say the President wants to appoint a PM who is from a clan that can be strategic gain to the President is one thing, but to say which clan the PM is from is an important part of the constitution is another, and it's one that is inaccurate to say the least.

Agent this is how it works.

The President can be from any clan, but the PM and Speaker can definitely be from the same clan, and I'm willing to be that the two deputy speakers, PM, Speaker can not be from the same clan. Since Speaker is Rahanwayne, the two deputy are .5 and Dir, that leaves Hawiye and Darood. Since Hawiye got President, that rules out the PM from also being Hawiye (despite there is no written rule saying this). So in the 4.5 system, Darood are the only ones not represented in top seats.
