Mugdisho is ruled from Kampala. What difference does it make? Kismayo wil not be ruled from hamar.

Xamar is the nation's capital and we will of course be under the Federal government which is located in Xamar. But Kismaayo will be part of Jubbaland and will have authority over its local decisions.
