A four year old British girl was tied up, as one would a dog, in front of a casino while the mother went in to gamble.
How irresponsible is that?

thats sad. I would wish for child services to take the girl but im not sure that would be a better life for her either. I would adopt her if i had money

You are right Selfdiscovery, often times placing child through the children services could prove far worse for the child. The best one could hope for is to find a decent family to adopt the poor child, as you have suggested.
