Imagine the economy is a mall, the rich people are teenagers, and government is the parent. So every year around this time of the year, if the parent doesn't give money and presents( tax cuts) to the teenagers so that they can buy stuff from the mall, then the teenagers throw tantrums( job cuts) and cry like a bitch (they send their lobbyist dogs to Washington and pressure politicians) which annoys the parent. To make things worse the teenagers make the claim that if it wasn't for them, and their shopping sprees at the mall, then the mall would go out of business, and sadly almost everyone in America believes that too. The fiscal cliff refers to expiring Bush tax cuts and planned government spending that are scheduled to end in the end of December. Rates for taxation are expected to rise on January 1st and planned government spending to go back to previous levels. Congress must act before these changes are automatically taken into effect and they must agree to new tax rates and new government spending. They don't want it to go to previous levels but the two parties can't agree on what the new changes should be
