Jubbaland conference was suppose to kick off on the 20th of December, but as it stands now, it is up in the air. There has been serious road blocks caused by internal friction. For starters, Marexaan troops under the SNA have "gadood" or stoped recognizing the transitional administration led by Ahmed Islaam, and have one area of the city under their control. Awrmale feeling disenfranchised have tried to do the same thing and set up isbaaros, but a coalition of SNA and Ras Kambooni have removed them from their positions.
The situation as it stands between MR and OG is political. Marexaan feel that having the most degaans the representation should be split between MR having 50% and Kablalax the other 50%. Ogadeen feel that it should be split between Harti, absame, and Marexaan. This seems to be the biggest contention and greatest cause for the delay for the Jubbaland convention to begin.
What needs to happen before any tangible progress happens is that the Kismaayo administration needs to be changed, and an agreement on how to divide representation.
There is some reports that Ahmed Madoobe has flown to Nairobi, this follows Col Raadeer flying last week.

LOL @Marexan asking for 50%. Quite a ridiculous demand considering that Ogaden have the whole region under their control, including The Holy City. Ahmed Madoobe is a very reasonable man, too bad the other side doesn't have leadership with half of his qualities.

i am against this ridiculous 50% for marehan. it should at least be 65% for marehan.
20% kabalax
15% for other minorities

Wouldn't representation on a tuulo by tuulo basis make more sense? It seems unreasonable to demand an arbitrary number.

Jareerweyn are majority in middle Shabelle and benadir yet have no representation.

Jareerweyn are majority in middle Shabelle and benadir yet have no representation.
They are large minorities in those who respective regions.
Banaadir is just basically Xamar. So Jareerweyn are the majority in the capital? That is your conclusion?
I am sure the closest you've been to Somalia (as most "experts" on Somalinet) was Eastleigh

Indeed, this makes more sense, and there have been calls for all the land in Jubbaland to be first freed from Shabab and delegations from each district be presented.
Colonol, if you look at Jubbaland it has 15 districts, 7 of them are in Gedo, then Marexaan would be also represented in other districts one of them being Kismaayo. 50% is acceptable to Marexaan, anything less is an outrage, and to split Harti and Absame is unacceptable, that would be disproportionate representation.
Ahmed Madoobe is under a lot of pressure from Absame, Harti, Marexaan, Igad, Xamar, and things are not going according to plan. The biggest thing Igad delegation is working on is how to qancin the Marexaan gadood in Kismaayo, without this nothing can move forward.

Marehan in kismaayo are as irrelevant as palestinians in jeruselum so cut the b.s talks of them being a hurdle. They are not in position to negotiate numbes and demand anyhing. They'll have to be content with whatever share thats thrown their way. If not there is always the option of forming bilateral jubblaand, i.e the two jubbas and exclude gedo.

Daydreamer. This is quite rich coming from someone who depends on foreigner fufu Army. Let them leave for one Day then we Will see how irrelevant Mr is in kista. Fact is Marehan makes or breaks this jubbaland projekt.
