It may help promote stability in Africa. One thing we have an abundance of in Somalia are armed men who are skilled in urban warfare, are underemployed, and need cash. So why not train and lease them out as a QRF (Quick Reaction Force) to be used in crisis points in Africa like the Central African Republic. If 4,000 Somali fighters were dispatched to CAR to prop up the regime and in exchange the CAR government hires them each @ 1,000/month, there would be less troublemakers threatening the hard won gains in Somalia. These kind of fighters are well suited to urban combat, get the job done and are expendable.

We need professional soldiers but serious budget limitations. Of the gunmen, only a few would qualify to become professional soldiers: education, health, temperament, etc.

Somalis have heart. Daniel Arap Moi of Kenya was saved from a coup because his Chief of Army was a Somali guy who was bold enough to confront the soldiers who performed the coup when even President Moi was about to flee the nation.

Not really, Somali men don't have the income to raise a family as it is. 80% of the people in the refugee camps are women and children. If anything, they would have the opportunity to work and invest more time providing for what family they have.

But you're correct, shortage of women is mainly found in Asia, North Africa and the Middle East. Ethiopia and Somali fairly have "about" an equal amount of sex ratio.
