Federalism - Which One?

As everybody is fully aware, since it has been widely "accepted" since 2004 that federalism shall be the basis of the political system for Somalia (assuming that Somaliland stays part of the union) it has come to my attention that many people are not really sure what type of federalism shall be adopted. The type of federalism that shall be chosen will have a lasting impact on the country for years to come so it is vital that the most suitable one should be chosen.
My preferred federal model:
A Cooperative Federal System of 18 regions (pre 1991 but Benadir becomes part of Middle Shabelle and Mudug is split into two) whereby the centre and the regions can both legislate on all areas simultaneously via a concurrent list but the centre has exclusive control over some issues namely defence, foreign affairs and currency/fiscal/monetary policy. Also each region will have a two-headed executive in that the Governor is appointed/dismissed by the centre and the First Minister/Premier is elected by the regional legislature (like Australia, Canada and India). Mogadishu to be the Capital and the diplomatic/political HQ while Hargeisa is the deputy Capital and the economic/financial HQ (central bank, stock exchange)

Two-state solution , which goes back to the 1967 borders for "two states for two peoples". The two-state solution envisages the establishment of an independent Palestinian state alongside the State of Israel. with East Jerusalem as is capital.

somalis should realized by now, they need give and take. no one can ave it all. as arabs say; waligeyn كر وفر ba laku jiri. in other word, hit and run!
