Splitting Hiiraan Into Two Regions
So whats the logic of splitting Hiiraan into two regions ? I was told that Hiiraan was the only province of the original ones at independence that was not split. So does that mean that the combination of the two Hiiraans would qualify as a federal state ?

I heard that considering Hiiraan was one of the original provinces to have not been divided into 2 like the other provinces have in the past, the president and his administration would allow it.

So let me get this straight.....the president is against the uniting of 3 regions into one federal state, but will allow a province to become 2 provinces

Hassan Sheikh Mohamuud is a scapegoat to hide the real reason why Jubbaland is not materializing: Internal clan problems.

Don't embarrass yourself....everybody knows the president has been preoccupied with J/Land to the point of obsession.
Any disagreements between the brotherly clans of J/Land will be solved by dialogue, concession and consensus.
The president will have no choice but to accept the will of the local people.

Do you mind showing me any link of where the President said the three provinces may not merge and is against it? And please no clan websites. If this was really the case, I am sure HOL or BBC Somali or VOA Somali would have reported it.

Abdiwahab, you hit it right on the head. The only reason for splitting up Hiiraan is so it can re-merge to form one state. I find it hillarious that the argument that it was never split is justfication enough to split it. The constitution clearly outlines that the Gobol structure of the former Republic in 90 is recognized.
On a side-note, does every Gobol have to be part of a Federal state or it choose to remain solo. And if so, what are the consequences of not doing it?

The constitution also clearly outlines that Foreign Affairs shall be under the responsibility and power of the Federal Government but we have a state President not respecting that.
If the same people who shoved this constitution on the people of Somalia are not following it, why should the people of Hiiraan?
Hiiraan can do whatever the hell it likes to do

If this goes ahead it will cause chaos....as every gobol will want to split and reform.

Abdiwahab252, when it comes to playing at the federal state level the deck of cards to be drawn from are a deck of 18, the original 18 as they existed before 1991.

Thats pretty much the plan behind it. Split Hiiraan so that the two halves will join again to make another Hiiraan, only difference is that this was can meet the criteria of a federal state. all the other gobols won`t buy that nonsense. This will be a recipe for chaos.
Strangely enough though, this will suit J/Land and P/Land because it will further dilute the power of the central Govt.
