I am not really surprised this came out one day after the Garbahaaray conference and the meeting of Sade elders in Kismaayo both refused participation but he seems to have been empowered by that "diidmo" to put his foot down loud and clear.
He says he supports Jubbaland and wishes to see it develop but the current process is flawed and unconstitutional.

Prime Minister declares Kismayo Convention unconstitutional
The Federal Government of the Somali Republic deeply regrets the unconstitutional Kismayo convention held on 27 February 2013.
His Excellency Prime Minister Abdi Farah Shirdon said: “This unilateral act, carried out without reference to the federal government, violates the constitution and is an obstacle to peaceful political development. It neither serves the best interest of the local communities in the area nor that of the new Somali state.”
“The government’s constitutional mandate is to establish a federal state as the end goal. This nation-building process is already underway. We have started this approach to establish local administrations, the foundation stones of a federal state, in newly recovered areas such as Bay and Hiiraan and we expect the same will apply to Jubaland. As stated in the past, the government will only be a facilitator.”
“It’s important that what’s happening in Kismayo only takes place within – and not outside – the constitutional framework. According to our constitutional mandate, the government won’t accept anything less than correct procedure. We have been extremely inclusive throughout all consultative engagements and played a facilitative role in Baydhabo and Beled Weyne, and we expect to do the same in Kismayo as we move towards a federal state.”
The Prime Minister said the government will remain in constant dialogue with all Somali and international stakeholders, including African Union, UN and IGAD. He reiterated the government’s willingness to engage in dialogue with all stakeholders, including MPs, politicians and civil society to re-establish an inclusive Jubaland administration under the constitutional guidelines and after consultation with the people.
“By acting unilaterally the Kismayo Convention will jeopardize the efforts of reconciliation, peace building and state-building, create tribal divisions and also undermines the fight against extremists in the region.”

It seems the mareexan are divided on this issue which is not good for them.
Whatever the case, Federalism will simply not work in Somalia period. Even in places where certain tribes dominate (the Northeast/west regions) there are hidden simmering tensions waiting to surface.

A plan should be put in motion by the current President to eventually do away with Federalism.
In my opinion, Federalism will complicate matters 1000X more than they are now. The level of bureaucracy required to fund a federal system,
where you have parliaments in every region- is simply too expensive for a poor society coming out of civil war to contend with.
I do not mind a governor being elected in each region, and a cabinet being formed for that region, but there should not be mini-governments which will just siphon out all the money to the pockets of "lawmakers".

When Gurguurte and Xaad kick him out of Xamar, his tracks in the long run will include Kismaayo. I have said many times that this man is weak and has no political game whatsoever. The good news is that Daarood is united today more than ever and the administration will be established regardless of Mr. Subugle Shirdoon's Naac Naac.

So somalia will stay as a shithole in the coming many years..I already knew this when every one was crying about al shabab here on snet...
look now they get rid of shabab they can't even form a simply regional admin .
Man I just feel sorry for the poor civilians in the middle of all this clanish disputes, who are being held hostage and are forced to live under the feuding clan warlords.

Alshabaab is only cleared from their Interested Locations, If they are serious how come they havent freed the rest of the south, why did they stop at Kismaayo, its been a year since they have arrived, Somalis only hear and see what they want

its funny to see voltage accepting my old theory of the govt planning to appoint an interim jubaland governor of 6 months followed by a local selection.
In a thread i repeated that he landed and accused me with many things.
My oldest reference jubaland 6 months interim governor dates back 8/jan/213 before it was a public and in the local media.
I remember answering the same words for original derwish that jubaland will be the last to accept this.

Actually a clever political move, Ras Kamboni and SMKA have shown their ability to capture areas from HSM with speed and organisation. Could they have halted their monentum to tell the Government "eithet accept our plan or capture the rest of South Somalia yourself". Can the Gov and AMISOM do so? Perhaps they will be able to overrun HSM positions however this will mean troops being over-streched, increasing the chances of HSM taking out supply wagons, carrying out deadly offensives a la Battle of Daynilee and basically having a field day with AMISOM.
War isn't just about capturing land, but which area is worth taking over and can it be held withour receiving a high number of casualties? RSK and SMKA keeping their cards close to chest.
