Why do somalis in the diaspora call him quite puppet for the president is told what to say or do some even say hes on house arrest sometimes. What gives off the impression that this person lacks decision making and is told what to say right before meeting the press?

Its because they think if they fabricate enough BS he will be replaced and they want to create misstrust in the goverment. But nobody is buying that.

The President has been elected by the 275 MPs who were selected by clan elders. The PM is an appointed position. We first need to establish who is the one with the power in Somalia. It is the President obviously.
Second, obviously the President has some influence on the PM but to suggest that Shirdon is a puppet is laughable. The President gives his input, the PM gives his input, the cabinet give their input and they collectively make a decision. But obviously the President has the final say. He is the President afterall. But I am sure he has taken into consideration the opinions of the PM and his cabinet on numerous occasions. That is what the PM and cabinet are for.
Shirdon is not muzzled. The cabinet is not muzzled. The President has the best and the brightest cabinet and PM Somalia has ever seen. What would have been the point of the President to have the best and brightest around him if he was going to be making 100% of the decision making? The PM and the Cabinet are there for a reason and it isn't to be Sheikh Mohamud's mouthpiece. It is to assist him with the decision making.

They just approved the decision of the cabinet and PM. It is parliamentary protocol. The President appointed the PM and that was his decision. Sort of like when the US President appoints someone for a portfolio or department. Congress almost never rejects the appointment even after weeks of grilling the candidate.
