what happened 1994 thats was different then 1993? nothing just civil wars , now 2 clans fighting out doesn't constitute a cirminal deed if you kill few soldiers from the enemy camp. Don't confuse clan wars with a goverment that targeted certain clan members regardless to their actual participation in a war , Caydiid nor Cabdilaahi Yuusuf fit this defintion.
