It is a masterpiece that not only requests the US government to grant the immunity that Gen Samantar is owed as a former official of Somalia but the letter also explicitly says the current Somali government "rejects" the view that Samantar acted contrary to Somali or international law and even argues US civil courts should respect the sovereignty of the Somali State to handle its own issues as is commonly understood in the bilateral relationship bestowed to Somalia by the US government. The letter says the Federal Republic of Somalia does not find Gen Samantar "liable" to the complaints in the suit brought forth.
Basically
1. Gen Samantar cannot even be brought to US courts under immunities clause which Somalia is now recognized to authoritize
2. Gen Samantar represented a government which did not act contrary to Somali or international law
3. Gen Samantar himself is not liable to any of the complaints brought forth
Defense of the former Somali government, defense of Samantar individually all added into to protection from even being brought to court under dubious circumstance.
