I doubt that. For two reasons:
1) Siilaanyo went there with British passport
2) flag of sland was not put for him, also it is common knowledge that Abdullah Gul first welcomes presidents. That is his role. Some turkish even says Gul is the righthand of Erdogan, meaning he is second when it comes to power. More important than the turkish FM.
