Im confused.

This is the issue this afternoon i was flipping from the channel and i decided to watch the news on " SNTV" but then i noticed something fishy this guy was speaking eelay like WTF ? THE NATIONAL SOMALI CHANNEL 
I couldn't understand a bloody word this guy was saying why on earth would they allow this on national channel like come on like people in somalia want to learn this language. I'm not trying to offend anyone it's just makes no sense . Can someone explain why they are doing this?
