Ankara Communiqué

13 April 2013

Following the meeting at Chevening House (UK) of June 20-21, 2012 and the Dubai (UAE) of June 28, 2012, President Hassan Sheikh Mohamud of the Somali Federal Republic and President Ahmed Mohamed Silanyo of Somaliland Government met on 13 April 2013 in Ankara.

The meeting is hosted by the Government of Turkey at the request of the two parties.

The purpose of this meeting is to reopen the dialogue after the change in the leadership of the Somali Federal Republic, and to establish a way forward for the dialogue.

The two parties:

1. Expressed their commitment to the continuation of the Dialogue.

2. Endorsed the content of the Chevening house Declaration agreed on 21 June 2012, and the Dubai Statement signed on 28 June 2012.

3. Stated that the Dialogue is between the Federal Government of Somalia and the Government of Somaliland. The international community that is supporting this process will only provide facilitation when is needed.

4. Agreed to encourage and facilitate International aid and development provided to Somaliland.

5. Agreed the need to consolidate a cooperation on security sector through sharing intelligence, training as well as sharing scholarships for security sector professionals in order to become more effective in the fight against terrorism, extremism, piracy, illegal fishing toxic dumping, maritime crime and serious crime.

6. Proposed to meet within 90 days in Istanbul at a date later to be agreed by the parties.

7. Agreed to refrain from using any inflammatory language and any other act which may put the continuation of the Dialogue at risk.

I am very happy to see my Pres. and SL pres. have good relations and it is good to see two somali presidents side by side. also it is good that SL govt agreed to co-operate on national security issues like tackling terrorism, piracy etc. Aid being split equally is absolutely vital for these talks as it signals an equal partnership.

You are sharing the international aid, intelligence, and you will work with the DFS concerning the security.. what is the difference between SL and PL now?

Puntland is part of the federal government , where as Somaliland is not nor is it part of Somalia. Hence clarifying future relations

This kills u more because SL and Somalia will cooperate in security meaning Somaliland will not support anti Somalia elements and Somalia will not Support anti SL elements. Its a cooperation deal.

That is a big win for Somaliland. Support for Nabad'iid/kastumo will be illegal and against the agreement from now on.

It doesn't really matter if Damujadiid doesn't support Khaatumo because what support do we get now? Yet with the exception of LA the only other deegaans ruled by SL are a few deegaans in Sanaag (eastern Ceerigaabo and etc.) and Western Sool.
When Khaatumo is free from SL and their native lackeys, culusow hasn't got any other option but to support the only party in that region that is still waving the blue and white flag.

This meeting may not officially announce that SL is taking part of the London conference but it shows all the signs that SL will infact be there on the night of the conference

Sahal exactly both sides will continue their separate ways but cooperate on key issues , i think they might even share arms since Somalia will get brand new weapons from many countries both sides will modernize its security forces. And cooperate when it comes to security and share intelligence when it comes to fighting alshabaab. And ofcourse the talks to resume in 90s days and than the disputed topic will be clearly discussed.

xamar new politicians are only keeping somaliland to help them in controlling the whole country and cooperate in the security and military issues like keep the north i will keep the south. This is not enough for somaliland they want independence but it may happen in the second term of the president like sh sharif was going to recognize somaliland if he won a second term.
the other reasons is ; to keep the woqooyi votes in the parliament and that why the three candidates who were going to win were from one subclan.
