Federal Govt responsible for Mogadishu Bombings?
Is the Federal Government responsible for the Mogadishu bombings? Former Intelligence Chief thinks so
The former head of Somalia’s National Intelligence and Security Agency (NISA) Ahmed Moalim Fiqi has accused the Somali Federal Government of negligence leading to the deadly Mogadishu bombings that took the lives of over 35 people.
Earlier in the month Britain’s Foreign Office issued a travel warning to its citizens, citing that an imminent attack by Al-Shabab was in the final stages of preparation. Instead of taking action to secure the city, soon afterward the Foreign Office’s warning much of Somali Federal Government’s highest ranking officials ( including the President, Prime Minister, Speaker, Interior and National Security Minister, and Defense Minister) left the country for simultaneous trips overseas.
While the brunt of the blame for the continued deterioration of the security situation in Mogadishu has fallen on the Minister of Interior and National Security Abdikarim Hussein Guled, who many believe is incompetent and unsuited for his job, the former Intelligence Chief believes there is a wider problem. Fiqi accused elements of the government, especially those in the security apparatus, of being in cahoots with the Al-Qaeda-affiliated terrorist organization.
Since 2009 members of the militant group have been infiltrating Somalia’s government institutions through the government’s amnesty program for Al-Shabab fighters. The program, along with then-President Sharif Ahmed’s policy of naming Islamists to top posts in the NISA and filling the rank-and-file of the agency with Al-Shabab defectors, was met with apprehension by many Somalis who questioned the logic of staffing the security and intelligence service with Shabab-friendly individuals.
In September 2012, closely following the election of President Mohamud, reports surfaced of Al-Shabab’s preparation of a mass infiltration of the security forces using the President’s Islamists ties. In 2006 Damul Jadid, the Islamist faction President Mohamud is a member of, joined the Islamic Courts Union (ICU) insurgency against the Somali Transitional Federal Government forces. Al-Shabab was then military wing of the ICU. President Mohamud had continued former President Sharif Ahmed’s policy of stocking the security apparatus with Islamists and then began pursing a policy of negotiating with Al-Shabab, a policy that was opposed by neighboring countries and international partners alike. The militant organization,however, rejected the negotiations but continued to quietly infiltrate Somali Federal Government circles.
It’s no surprise that Al-Shabab’s infiltration strategy has been a success as much of the Somali Federal Government’s institutions employ individual based on clan and familial ties rather than on merit. In January 2013, an Al-Shabab defector was able to infiltrate the heavily-guarded Presidential compound and launch an attack against the Prime Minister. It was later revealed that the attacker had frequently visited the compound and was able to enter the grounds and make it through a series of checkpoints using an identity card used by the security forces. There are now unconfirmed reports that one of the attackers in Sunday’s bombing, Mahad Ali Dhore, a 29 year-old university drop-out from Toronto, Canada, was employed at the Office of the Prime Minister. Earlier in the month Al-Shabab issued a press release claiming members of their intelligence team had infiltrated the offices of the highest-ranking government officials and retrieved classified documents, pointing to a serious government security breach.
The government has not commented on the former Intelligence Chief’s accusations, but sources tell SomaliSentinel that the Interior and Security Minister and Somalia’s Chief of Police will be forced to resign soon.

I`ve had the number of this socalled govt from day one.
Abdulqasim and his Ceyr financiers/terrorists are the cancer of Somalia.
This faction was all but crushed, but now Hassan Sheikh has empowered them.
The capital will soon be divided by a green line once again.
Abgaal must act against this stooge in Villa Somalia.
I`ve had the number of this socalled govt from day one.
