Shakuul is a businessmen. I don't believe Ina Iley is in a position to dictate to him. However, he was a member of the Wadaads who signed a "peace" deal with Ethiopia.

We have to remember Ethiopia completely opposes this project ( Perhaps Ilay out of kinship hints his support), Jubbaland will become what it fears. Axmed Madoobe went back to Hassan Turki after his release, whatever the Ethiopians released him for he did not commit but as the situation changed with Al-shabaab he backtracked. Kenya quickly became his ally, training his men and providing equipment since then he has been allied to Nairobi who in-turn reconciled him with Gaandi. Whatever political association he was to have with Ethiopia did not really materialize. Doing Ethiopia's bidding in Jubbaland will turn into a real messy situation with tolka.

I think the main clans will vote for there candidate in the first or second round, the minority cans will make the difference.
