Somalis Never Fail to Surprise Me

Article 49. The Number and Boundaries of the Federal Member States and Districts
(1) The number and boundaries of the Federal Member States shall be determined by the House of the
People of the Federal Parliament.
(2) The House of the People of the Federal Parliament, before determining the number and boundaries of the Federal Member States, shall nominate a national commission which shall study the issue, and submit a report of its findings with recommendations to the House of the People of the Federal Parliament.
(3) The nomination of the commission referred to in Clause 2 shall be preceded by the enactment of a
law by the House of the People of the Federal Parliament, which shall define:
(a) The responsibilities and powers of the commission;
(b) The parameters and conditions it shall use for the establishment of the Federal Member
States;
(c) The number of the commissioners, requirements of membership, nomination methods,
office tenure, and their remuneration.
(4) The number and the boundaries of the districts in a Federal Member State shall be determined by a law enacted by the parliament of the Federal Member State, which must be approved by the House of the People of the Federal Parliament.
(5) Federal Member State boundaries shall be based on the boundaries of the administrative regions as they existed before 1991.
(6) Based on a voluntary decision, two or more regions may merge to form a Federal Member State.
So AKhiyaarta, Where is the Confusition coming from? This Article 49 Seem to be clear to me on what needs to be done to form a federal State. 90% of the Somali people Jump all the way to Step 6 while all the other 5 is being ignored. How can you Perform step 6 of a process when all the other 5 steps preciding it have not been performed. Somali people should blame the Parliament for going too slow on the other 5 steps and not the executive branch.

those who screaming dastuurka dont even follow the dastuurka they just want to pick and choose certain segments of section 49 and declare themselves following dastuurka. whats going on in kismayo today in unconstitutional because the federal parliament has not created a commission nor has passed laws that define the role of a federal state and its boundaries.

Your average Somali (and I do not say this to demean the intellectual capacity my people) have no god-damn-clue as to what the hell they are talking about when they discuss the issue of federalism/formation of states. You will see them on every tv channel shouting "dastuurka wuxuu ogalyahay" and the only reason they keep phrasing that is because they probably heard it from someone at a tea shop. What's worse is, so called politicians and intellectuals are playing dumb and stubbornly repeating those same quotes which makes really wonder if the supposed credentials of the Professors and Dr's they keep inviting on Somali talk shows actually check out.

Oh wait, for a second there while I typed that I forgot the underlying reason that is responsible for all the confusion and miscomprehension, QABYAALAD!! Renders people dumb as fuck when its on top of the agenda :lol:

Somalis have hijacked federalism. This beautiful system of governance created in the USA and copied by Australia and Canada has been totally destroyed by Somalis

I call on the Somali government to rename itself the ASSR. The Autonomous States of the Somali Republic

We are not a federal country. Stop this madness.

I'm glad you agree

Do you share the same outrage that Somalis are corrupting the fine system that is federalism?

There is actually an international organization that has all the worlds federations in a club and they all have annual meetings discussing about federalism and how they worlds federations should work together. I pray to God Somalia is not accepted to join. We will be the biggest laughing stocks.

of course the federalism in somalia is different from the one in the US for example due to the primitive qabil issues :whew: and imo its going to be very difficult to implement it in somalia especially central/S somalia where u got diffrent qabils living together and each doesnt want the other to lead. Years of mistrust and hatred has destroyed somalis and i am afraid the damage is permanent.

centralism would have worked if there is real love for country and fellow compatriot after all we all the same niggaz sharing language, culture, religion etc.

so my nigga ASSR is the way to go :blessed:
