If there wasn't money to be made down south, they wouldn't have bothered constructing superior building than that of north.

The one in Hargeisa is clearly bigger in terms of floors and width. This one is almost as big as the SomTel building in HRG I think.

the reason this building is larger than the one in hargeisa can be attributed to the fact that it is NEWER..duh
