Couple things I could be thinking:

Does this have something to do with the oil prospects in Gedo and naural gas we read about?
Maybe the US/West have not been listened to by Kenya on Jubbaland and they want to empower the other side?
Maybe there is another strategic interest we don't know of yet?

I think it's most likely the CIA. I remember reading about Awlibaax being taken on U.S. helicopter in Gedo. Their is extensive western involvement in the south against alshabaab.

I saw this on allgalgaduud, I was shocked they are getting paid double then normal? Wow, $200 a month is a big boost from being paid nothing for two months and even if they do it would be $100.
