Basically he portrayes them as clan militias.
Things have gone wrong in there but I guess its because they don't want to be seen as part of the conflict when they are supposed to come up with the solution.
I don't think they are sending somali forces at this moment but more ciidan amisom.

The government tried to change General Saxardiid with a new commander, under another circumstance this would be normal procedure but General Saxardiid said Xamar has never paid salaries for Jubba troops and is only now interested with the troops because it wants to have boots in Kismaayo to break the dominance of Ahmed Madoobe. General Saxardiid is a close kin and ally of Madoobe, the same with his troops( RSK allies) so its unlikely they will take orders from anyone-else even if saxardiid is forced to resign.

I have no info about the govt army in there are they different than raaskambooni and gedo troops?

Yeah I have seen the police pics, they look great.
