Notice the somali wearing the turban and white dress between the tow men carrying the women in the background, thats Yuusuf Adan a Dhulbahnate , the personnel servant of Col. Eric Swayn. This form of transportation from the ship to the shore was a normal job in Zeila , Boosaaso, and Moqadisho , i have another image from 1901 from Zeila carring passengers in this same fashion.

Berbera had a deep water port so the ship came all the way to the shore and there was no need to carry passenger in this way, however Boosaaso and Mogdisho and Kismaayo are all shallow water ports and passengers had to be carried from the main ship to the shore in this manner. No big deal at all it was a job in Zeila from as far as the medival times , even during ibn Batuuta's days both Moqdisho and Zeila carried people in this fashion. Just our faqash brothers the Daarood use it as political and probaganda tool.
