my calculation tells me; its actually good in the long run because from these squabbles we will get a hobbesian leviathan

the only thing we need is shir like Peace of Westphalia to clarify the status of clans, regions and sovereignty

if somalia wants a decentralised federation than look at canada but if its a centralized federation germany is the model
somalia divided into provinces (not states as somalia itself is a nation state) named after provincial capital city with no separate flags and other symbols

province 1 - nugaal, bari and northern mudug
province 2 - galguduud, hiiraan and southern mudug
province 3 - the two shabelles
province 4 - bay and bakool
province 5 - gedo and the two jubbas
