From my understanding,it is a convenient arrangement i think and it is mostly likely a temporary situation.The man supports her financially year round and they live together a fraction of the year.

Not really. Say you are a guy in a town for a short term for say less than 1 year. You have needs and its just a matter of time before you desire the company of a woman. You can go either zina or get a wife. Sadly, some of us are in POW (prisoners of women) back in Qurbaha and so can't be caught with a 2nd wife and so the need for discretion.
