Should the capital of Somalia change?

I am for changing Somalia's capital. The reason why I say this is because I believe that eventually somalida will wake up from this humiliation and defeat we are currently experiencing. I believe Somalida won't only reunite but also establish Somaliweyn. Now our current capital Mogadishu although is coming out of the darkness it carries too much baggage. Most of these baggage can be resolved accept one and that is the housing issue. After the war people fled their homes and in some cases people were forced to leave their homes and some died in the process.

One Snet member said that the people forcefully occupying homes in the capital are mainly habar gidir people. Habar gidir didn't live in the capital before the war. After the civil they came to the capital and took homes by force. I believe this theory although it could be wrong. The abgaals have their own arguement. They say Siad Barre gave preferential treatment to his Darood kin over them and everyone else. I also believe this theory to be true.

How many people do you know that have their houses in Mogadishu but can't live in them simply because they not abgaal? What about the poor guy from Finland that was shot dead in Mogadishu because he inquired about his old house peacefully? What happen to the perpetrators? because i haven't heard the law catching up with them. There are plenty of horror stories regarding people looking for their old homes. Am not going to blame the government for this laakin. I believe if Hassan says tomorrow everyone illegally occupying a house will be forcefully removed, his bodyguards would kill him before anyone else. Imagine the amount of people in the Somali national army are living in occupied homes. You really think they will walk out peacefully? I have my doubts. Even the good honest muslims amongst our abgaal brothers and sisters cant put an end to this issue because people will think they are working for the enemy tribe thus putting their own lives at risk.

Some would then say we should pay them off? I think its a bad idea because this might create troublesome scenarios like the squatters coming back demanding more money. So then what do we do because we cant fight them as this will look like the abgaals are being attacked? my personal opinion is that there is a court after this where allah the all mighty will be the judge. Everyone missing a house in the capital should just wait for judgement day. However if you can prove your house is forcefully occupied, the government should pay you off instead.

Find clear land enough to house millions of people where no one is fighting over and create a capital there. I also think we should have a quota system in place. since we have 4 tribes, 25% of each tribe can live there. this way you have a neutral capital city. you cant buy land without going through a lottery system. You put your name in the box with thousands of other names. the box is shaken and then randomly the names are put in 4 pots. These 4 pots represent North, East, West and South. whichever pot you find your name you must settle with and you cant complain. This stops the people claiming their tribe owns one particular side. of the city. Plus you would have people from all tribes living side by side. Tribal cohesion would increase this way......

I think this is the most fair and most safe solution to this problem.

I think the capital will be changed and decided where it will be soon after the federal states are build, the Dastuur clearly says that the parliament (are responsible of Federal states and new the Capital) will decide on where the new capital will be, as for the occupied Houses this will be a matter of Dark past once a Firm Independent Judicial System is build (Its a going process, to be finished before 2016), the judicial court will take care of this!
