Great News:wow!This is encouraging, Sland nd Somalia agree

To have Somalia's air space be controlled from Hargeisa. They will have a joint committee of supervisors based in Hargeisa ( in other words Dr Yalaxow's can work in Hargeisa as long as he doesn't temper with the forbidden flower )

This is a good news, coming right at the start of Ramadan. Ha Lis cafiyo walaalayaal

It's good news. A win for Somaliland and Somalia.

Somaliland: Committee is based in Hargeysa
Somalia: Working with Somaliland on "national" aviation, lumping them closer.

I don't understand how Somalia works, ok Hassan is in talks with Siilanyo, I think that is good, but can he just concede the management of Somali air space to an openly hostile renegade region ? no, also why is he making these executive decision, isn't it the Prime minister's job.

Puntland should do what they do best, calaacal their lungs out.

The agreements were agreed on by the delegates from both sides. It doesn't really specify anywhere if Hassan Sheekh or Shirdoon are calling the shots. It's a collective government decision as far as everyone is concerned.

Think about it though. What does the basing of the managing committee for the "national" airspace of the Somali Republic by Somaliland mean? It associates Somaliland with the rest of the country, which is the opposite of what Somaliland wants. I mean, if I were a Somalilander advocating for sovereignty, I would distance myself from Somalia as much as I could, not agree to manage the "nations'" airspace. It implies a unity of sorts.

It is about the economic aspect and sovereignty.Somaliland advocated for a joint committee from Somaliland and Somalia to administer the airspace of former
Somali republic since day one rather than Mogadishu which is not possible as all UN flights were banned when they handed over control to the Mogadishu based
government solely, it was the government in the south that was resisting thinking Somaliland's airspace can be controlled from Mogadishu, I administer my side
and you administer your side, that is how it ended. The government based in Mogadishu has learned the hard way that it won't administer the airspace of
Somaliland. :D :up: This highlights the Federal government of Somalia doesn't represent Somaliland.

Honestly speaking, revenue from control of the countries aviation won't amount to THAT much in a small country like Somalia, even though I would imagine that both groups would insist that everything be split evenly.

The current standing might highlight that the Federal Government does not represent Somaliland but it implies that Somaliland is representing the Federal Republic as a whole from Hargeysa. If Somaliland's argument was "You administer your side and we administer ours", then right they have agreed to "We administer together from Hargeysa". Somali aviation officials will be sitting down in Egal International Airports control tower with maybe a blue and white badge on their uniforms.

Somaliland is supposed to distance itself from Somalia as much as possible to highlight their sovereignty, this is the complete opposite. I don't know what the Somaliland delegation was thinking, or if they did this on purpose with an agenda.

The problem is when Somalia collapsed in 1991 the Airspace control of Somalia was managed by aviation companies in cooperation with the UN in nairobi Somalia and Somaliland now agree to jointly manage a committee that will be seated in hargeisa. its exactly the same thing only we share the revenues. Previously the airspace revenues were shared 3 ways Somaliland Puntland and the TFG. Now it will be managed by a joint commission. This is just a compromise until we reach an agreement. Mogadishu cannot agree to allow hargeisa to manage its own airspace that would mean recognition for Somaliland independence. Somaliland could not accept Somalia managing the airspace from Mogadishu with out the input of Somaliland. So the 2 sides the former Somali republic agreed to share the revenues and have their office in hargeisa. The talks were much of a failure they spend 3 days in Istanbul talking about 8 points non of them they agreed only this point and to continue the talks. With out mediation i believe the cancerous union cannot be dissolved officially.I twill take some time.

If the revenue is not much why were the Mogadishu administration trying to loot what does not belong to them? Remember it was Mogadishu that was
refusing and trying to act as the sole representative of former Somali Republic, the reality has dawned on them. Of course the revenue has to be shared
evenly or it is back to the ban again, the three Somalia aviation officials whether they wear a tuxedo or not they are representing the Somalia side, we
have our own three Somaliland aviation officials who will represent Somaliland. A clear distinction.


Some of the things the Somalia federal government presented but was refused by the JSL Gov.


1. Unity of Somalia should be abiding - Refused

2. Permit free movement of people and politicians on each side - Refused.

3. Other remaining dialogues be hold inside country - Refused

4. To hold future dialogues inside Somaliland or Somalia -Refused


All those points was refused by Somaliland, so it is clear they don't want unity and will continue to distance themselves from Somalia, while
milking what is theirs.

The joint commission will be in control of "The Somali Civil Aviation Authority (SOMCAA)" which is the "national" civil aviation authority body of the Somali Republic and it will be in Hargeysa. Can you see how that lumps Somaliland and Somalia together as one.

As for revenue from aviation, it can amount to hundreds of millions of dollars for a country with modern airports and equipment all over the place but in our case, we will be scraping 50-70 million annually if were lucky. Divide it up and it amount's to peanuts really. It seems that Somaliland is more concerned with the revenue whereas Mogadishu is looking at it from a symbolic viewpoint.

It's a subtle stint and setback on Somaliland's sovereignty campaign if you really look at it.

Where do you get what the joint committee body which is not yet based in Hargeysa will be called, Somaliland and Somalia airspace was already lumped together
when the UN use to manage it in Nairobi, it is not something new. The fundamental issues were Mogadishu trying to represent Somaliland side of the former
Somali republic and trying to loot the revenues
. Somaliland simply made it clear if that is the case it will rather prefer to be managed by the UN, what you have
now is 3 officials from Somalia and 3 officials from Somaliland managing the airspace of Somali republic(Somaliland and Somalia). It is a loss in a way for
Mogadishu because it lowers its supposed "authority" .



"Agreed to the return of the air traffic management from the UN and decided to establish " a joint control body that is based in Hargeisa to lead the air
traffic control of both sides/b]. It is also agreed that this body will propose a mechanism for equitable revenue-sharing."

It really depends on how you look at it. For Mogadishu, control of aviation by officials from both sides might be a blessing and maybe its a goal they actually wanted to achieve for portrayal.

Well as far as I know, the name of the aviation authority is unchanged unless they are proposing to rename it.

On a regional level its a victory for somaliland... For example, puntland seeks like these goals.

On a country level, its a victory for somalia.

If somaliland truly seeks independence it would have disassociated from partaking in the somali republic services as this gives the responsibility to somalia and carries its national title.

I believe that placing the office in hargeysa benefits more the somali govt and hassan sheekh has this new unity stuff and wants fairness in the power sharing...

Economically, somaliland gets its share of the aviation revenue

Nevertheless its a victory for all somalis.
