From what I know AMISOM soldiers are on $700 per month minimum while average SNA trooper is on $200. Both are under Somalia's payrolls even though the US/West/UN might claim "donating funds" but its all going under Somalia as a debt.
AMISOM's interest is not to fight and win the war. Cullusow is not a sharp man nor are all those surrounding him.
Imagine yourself, your an excellent engineer and everyone keeps telling you that your the only professional that can get the job done because the others are either unqualified, have no safety standards, no working visa or just dirty politics. Your job is to build Dubai the latest mega project...your wage is $10,000 per month.
Will you speed up the project and conclude it in 5 months, which means you receive $50,000? or is your interest to drag on so the money can just roll in month after month....12 months on you have sweet $120,000.
AMISOM works like that. If these Bantus eliminate al Shabab and all the minors, they will go back to Uganda, Burundi, Sierra Leone and go back on their $50 per month wages. Uganda's government will see military cut, training cut, logistics cut...the US/EU send them billions for these missions but they spend 20% and keep the rest.
So Hassan has to be smart.
I would quickly train 5,000 Somali troops and cut 1,500 AMISOM troops...basically for everyone 1500 AMISOM troops you can have 5000 SNA for the same amount of money.
What Somalia needs is quantity at the moment rather than quality troops...eliminate al Shabab, specify the capital and deploy more elite and professional unit in and around Mogadishu (see below map...the circle perimeters - green for elite units). I would cry to Istanbul to train them for me.
At the same time deploy and start recruiting intelligence and have all Quranic schools registered and send students for spying...who is recruiting suicide bombers. 80% of suicide bombers a young teenagers.
At the same time, Hassan has to develop ties with Addis Ababa and Djibouti to counter balance Nairobi...and use them on the issue of Jubbaland (ONLF, Islamists, etc...drum it up, sugar coat it...make them hear what they want to hear and promise them lucrative port deal to their southern regions).
Equally seek ties with other regions such as Somaliland and Galmudug to secure and pressure central and northern regions. You keep Somaliland on the dialogue-line and give them small nacnac here and there, throw some quick cash at them and use them to pressure Garowe...they seem to know how to deal with Garowe.
At the same reach out to Galmudug, quick assistance, beef up their troops and ensure Puntland is confined to its region...
Also extending support to General Muse Adde, the former Puntland President. Also buy warlords and their militia in Gedo, Jubboyinka, Bay, Bakool...you have to show some money and not keep everything inside your Villa. If you do this like Morsi you will be ousted even before you get the chance to cash some in.
Before you know Kismayo will submit, Garowe will look down....and Hargeisa will accept it has to negotiate with Konfur....giving the north the capital city will satisfy them and it will satisfy Mogadishu too because Xamar will no longer be a battle ground for foreign hands.

UPDATE:
Military - Money - Influence - Control.The Somali Defense Minister was on a visit to Addis Ababa and held discussions with the Prime Minister and senior military officials including the Chief of Staff, General Samora Yunus.
The Prime Minister said Ethiopia would strengthen support to Somalia to ensure sustained peace and stability in that country.
He said Ethiopia would also enhance support to strengthen Somalia's defense force through capacity building training, the Premier said.
