Spanish man that raped 11 children is pardon by Maroccos kings on the request of Spanish king. What do make of Muslim leaders like this?

A real one wouldn't.... no.
But the ones currently in power would. In fact, the Saudi government heavily lobbied the UK gov't to release one of their princes, who was found guilty of murdering his sex slave. It was a prisoner exchange deal. And he was released. And now he is a free man in Riyadh despite his crimes.

The Saudi kings on their part pardoned many convicted British/Western citizens.
