With reference to your letter of 14 August 2013 addressed to the Puntland Minister of Health, I am writing to share our sympathy with MSF humanitarian agency for being the target of violent attacks while working to help the plight of the Somali people.
We believe that the perpetrators responsible for the attacks on MSF consist of some groups who wish to keep Somalia embroiled in a vicious cycle of conflict, poverty, disease, and a bleak future for the coming generations. We also know that the violent attacks you cited in your letter took place outside of Puntland jurisdiction, but the MSF imposed a blanket decision on Somalia.
After our lengthy relationship with MSF over the years, we had hoped that the MSF decision would take into consideration differences in the operational environment between Mogadishu and Puntland, as Puntland recognizes the humanitarian value of MSF operations and has provided necessary security guarantees permitting MSF to fulfill its medical mandate in line with the organization’s operational principles of independence and impartiality.
MSF has provided tremendous medical humanitarian assistance to Galkayo General Hospital, which is among the largest referral hospitals in all of Somalia and patients travel from all regions of Somalia and parts of neighboring countries (eastern Ethiopia). Puntland Ministry of Health records indicate that an estimated 30,000 patients benefited from MSF support to the hospital in Galkayo each year.
Additionally, this hospital has the only Therapeutic Feeding Center (TFC) for malnourished children in all of Puntland and the center also accommodates Multi-Drug Resistant (MDR) patients. Currently, there are a total of 222 TB patients under treatment at Galkayo General Hospital and Burtinle TB Center; among them there are 15 MDR patients.
Ministry records indicate that there are about 300 new births per month at the hospital’s Maternity Ward and the MSF supported salaries for 184 employees.
While we expected MSF to expand its humanitarian assistance program in Puntland, in light of our good relations, the blanket decision of MSF came as a surprise to the people and Government of Puntland.
I am hereby requesting MSF to review its blanket decision on Somalia and to properly assess the security situation in Puntland, where the last MSF security incident occurred in 2007 during the term of the former Puntland administration.
