Once it's completed,I envision Jazeera Estate would look like the above product, not necessarily the same thing, but a bit similar...possibly better.

You could say employment comes before cheap and affordable housing and construction creates employment. Anyways, the Estate is intended to attract investors and returning diaspora. You could say their investments will create jobs. Anyways, the country has to be stablised as a whole and the government needs a proper national revenue basis before mass production of anything or housing can be provided.
