There's a definite inside job at work here, which we don't know about. Shabab is starting to become means of getting funds, as long as they remain destructive in Somalia, the govt will remain to receive its necessary funds needed to eliminate them. Notice how when foreign troops are sent to a specific location, shabab withdraws immediately without a single shot being fired and regroup once the threat has diminished.

Hassan Sheikh came to power with phrases like,"They are our sons", when referring to the terrorists.
He integrated shabaab members straight into the security apparatus, without even re educating or vetting them.
All the Shabaab had to do was to send their men to join the SNA
