What can President Hassan get off the ground before 2016

The recent political vision for 2016 conference in Somali had high fetched vision of one man one vote in 2016. The Somali government believes that they can achieve one man one vote in 2016... ARE THEY CRAZY? parts of the country is still ruled by Al-Shabaab, Somaliland wants to be a country of their own, Puntland is led by an ape with serious normality deficit, Jubbaland is in the hands of Kenyans, Mogadishu is infiltrated by Alshabaab on a daily basis en so on... The challenges ahead are enormous and with a little capacity of the current government, I am wondering how on earth are they going to achieve this.
