The funds goes straight to the Federal Government of Somalia. It will not be given to AMISOM, UNSOM, UN or any other fractions such as NGO's. It is the job of the federal government to allocate and priorities where and what the New Deal budget will be used for Somalia.

Listen hear on questions and answers. The president clearly states what I just explained. Start from 12.30

Guul for Somalia InshaAllah, things look brighter and brighter every day. :som:

Yeah, we all know that, and? That special arrangement mostly includes countries that are willing to donate directly to SL like the UK and Denmark and some other countries it has special ties to. If you notice tho, there isn't a proscribed amount siphoned off to support Somaliland of the 2.4bn dollars, at least not yet. Nor is it likely to divided in half or thirds, or whatever. The vast majority of the pledges is for the Federal Government of Somalia, since that is the entity that they want to be strengthened the most, and control the country.

ximan xaaray, kolay mid cuqdadi idho tirtay baad tahaye si fiican u akhri waxa ku qoran communique EU du, dadkii lagacta bixinayay, soo saareen. Akhri qodobkiisa sadexaad. SFG will manage the funds intended for Somalia including Puntland and other regions but Somaliland will get its share separately, that is what the EU communique say not me.

Somaliland will still get the usual AID it gets from certain countries.

As you and the president already explained the 2.4Billion Dollars is for the Federal Government of Somalia. No other entities.

The UK aid is part of the "2.4 B" , yet significant amount of the UK aid will go directly to Sland.

Dude I have no cuqdad...maybe look at yourself through the mirror. Besides that.

Look at the third point. Nowhere does it state Somaliland will get the so-called 'share' separately. It says 'Special Arrangement'. That itself is hidden and you and I both don't know how it will be arranged as it clearly states 'special'. Nowhere does it mention sharing anything or how.

How funds are going to be divided will be the main agenda of the next round of talks between Somalia and Somaliand in Turkey soon.
There will be hard negotiations but my guess is Somaliand will ultimatum get about 35 to 40 percent of the funds.

Well watch the video. The president clearly states infront of the media that the budget will only go to the Federal government and that no entities will recieve anything from it such as AMISOM, NGO's etc. Now afcourse Somaliland and Puntland will have their share but the allocation and authority of that budget is only for the Federal Government of Somalia.

Oh and the conclusion of that document. Point 13 states:
In conclusion, we thanked all participants for their engagement and generosity. A
new era has begun for the Somali people, underpinned by the collective
determination to bring better lives to all the people of Somalia.
The people of Somalia. Not people of the Horn of Africa. :)
