Yeah the same goes for the mps. The general policy is to hold a direct presidential elections so every body has one vote including the army, mps or other officials including the president.

As I understand every body will only represent himself/herself to vote not his/her institution.

Mps have to finish the constitution by 2015 and set up the next legislations like the political parties, federal commisions and the whole next system. I have no clues wich one will be earlier but it supposed them to be earlier.
