U.S. Policy and Engagement in Somalia

Prior to our recognition of the Federal Government of Somalia, our Somalia policy had three primary elements:

3) promote our “dual-track” policy.

Post transition, these three elements of our Somali policy have evolved as follows:

• Third, our dual-track approach concluded with the successful completion of the Djibouti Peace Process and the recognition of the Federal Government of Somalia. The United States has underscored the importance of outreach and engagement with the regional administrations to form the federal framework. We will continue to fund humanitarian assistance and civil society programs in Somaliland and Puntland, with an objective of improving regional collaboration towards federalism.

US will continue to fund Puntland and also far more importantly promote federalism. In a nut shell the post transition engagement beats the prior concerns of piracy and extremism.

The struggle (Federalism) will soon be assured now that the United States is on board.

The USA will continue funding every region that is capable of defending USA interest while slowly but surely empowering and consolidating politically the Mogadishu government!

All in all, Puntland and Somaliland is yesterday's news!

No doubt Uncle Sam's back hand will come down hard on Culusow and his centralist dogs.

The Federal Provisional Constitutions is no paper Culusow and his dog Jawari can just alter to serve self interest. In amending the process is clear: Member States first, Upper House second and lastly referendum. Fix up or ship out simple as that.
