I think there's some conspiracy going there. There's a collusion between local and foreign parties to inflate the values to make big profits. At times, having tons of Shillings, the same parties collude to devalue the dollar by making the Shilling scarce. They buy the dollar at a cheap rate, then pay the properties the buy with it. So, in essence, they aren't paying +$100k or $millions for those properties. Definitely, the government is part of this scheme (not that different from Ponzi). Who ultimately buys those properties? I don't believe it's Somalis. It must be foreign individuals/corporates gearing for some future lucrative businesses (oil? precious metal? etc).
