I know a guy who works at Immigration Canada. He's a Djiboutian. His job is to accept or decline visas. Basically its up to his discretion to deny or accept visa applications anywhere from students to work visas. The guy says hes never declined visas from Africans but denies a lot from India. He said he'd deny the ones from white nations but be can't because red flags would be raised if visas from people who qualify from Western nations would routinely be denied
