Regional elections starting with Hiiraan

This is going to be the first regional administration elected by the locals in accordance with government guidelines.

Basically, the first phase was to agree on how to go about electing the new administration, that's been done. The second phase of the election process in Hiiraan is being implemented now.

Elders and civil society reps of each of the 5 districts of the region will elect delegates from their districts who will in turn elect a regional administration.

Each district is allotted an electing body composed of 100 delegates with the exception of Beledweyne which has 150 delegates. They have until the 25th to finalize the selection of the delegates.

Beledweyne 150
Maxaas 100
Matabaan 100
Jalalaqsi 100
Buulo Burde 100

The 450 delegates will elect the first permanent regional administration which will replace the temporary one in place. If it works, the same process will probably be implemented in other regions.

Outgoing Hiran Governor Promises Free and Fair Elections

Outgoing Hiran Governor Abdi farah laqanyo pledged that the region would hold free and fair elections to replace his administration, UN-funded Radio Bar-Kulan reported Thursday (October 10th).

Laqanyos term ended officially Wednesday, and a delegation from the Somali federal government is in Beledweyne, the capital of Hiran region, for discussions on the formation of an inclusive administration.

"The process of creating a new administration for the region is in its last stages," Afrah said. "We have decided to stay in power and organize new elections paving the way for new administration in the central regions, and we are very much hopeful of free and fair elections."

Pathetic ..this is not democracy., its qabiilmocracy..it's bound to make some corners uhappy..why r they seriously dismissing the average joe to make his voice heard...
