Two Political Veterans Opt Not To Run for Open County Council Seat

Councilmember Phil Andrews’ decision to run for county executive in 2014 has created an open seat in the County Council’s Rockville/Gaithersburg-based District 3 for the first time in three decades. But what started out as a potentially crowded field vying to succeed him has thinned considerably.

Two political veterans – former Rockville Mayor Rose Krasnow and Richard Parsons, a former president of the Montgomery County Chamber of Commerce and onetime executive director of the Maryland Democratic Party – both said this week that they would not run after earlier considering the race.

Their decision leaves local party activist Guled Kassim as the only definite candidate for the Democratic nomination with less than four months until the Feb. 25 filing deadline. The 38-year old Kassim, a business development consultant who emigrated to Montgomery County from Somalia when he was 10, expects to make a formal announcement next month.

Another potential contender, Gaithersburg City Councilmember Ryan Spiegel, said he is still actively considering running for the District 3 seat. But Spiegel, who appeared ready to jump into the race this past summer, last month joined the Bethesda-based law firm of Paley Rothman as a principal – and now says he will make a decision on the contest “by the end of the year at the latest,” while adding, “I have not ruled out running.”

As for balancing a council run with his new job, he added, “I am trying to figure how to make it all work.”

Serving on the County Council is considered a full-time job: The salary, now slightly more than $104,000 annually, would rise to just over $136,000 in 2017 as a result of a measure enacted by the council last month.

Professional and personal considerations weighed heavily in the decisions by Krasnow and Parsons to forgo the contest.

Krasnow spent a decade as an elected official in Rockville before joining the staff of the Montgomery County Planning Commission nine years ago. She was the commission’s acting staff director from 2012-2013, and recently was named deputy staff director.

“I said if I got it, I would not run,” Krasnow said of her new post. “I did get it, so I’m staying here.”

Of his decision to stay out, Parsons, a Derwood-based consultant, said: “There are other personal things going on that would not make it work. It’s just not a good time.”

Parsons said he remains interested in a future run. “It does not mean forever – just not right now,” he said of his decision

Parsons is close to former County Executive Doug Duncan, and there had been speculation about Parsons running as part of a possible slate of candidates headed by Duncan as the latter seeks to win his old job back.

Andrews has represented District 3 seat since 1998, when he ousted the late William Hanna, who had held the seat since 1982.

While insiders predict other candidates may emerge prior to the filing deadline, Kassim, a Derwood resident, for the moment has the field to himself.

He served eight years in the Marine Corps before working in real estate, and now specializes in business development for non-profit organizations and small businesses. He hosted a weekly public affairs show on a Washington radio station in 2011 and 2012.

While he sought the nomination for the state House of Delegates in 2006, Kassim added, “What excites me [now] is at the local level, and trying to realize the benefit of smart growth and mixed uses.”

Get your facts straight!! Guled is well-known anti TPLF and this was during the uprising campaign in Ethiopia when hundreds of peacefully demonstrating civilians were murdered by the Meles Regime. Even ONLF were supporting the uprising so I wouldn't make anything out of that.
So if you really want to know who this guy is, learn his family history and background. His father was one of the most educated and articulate Somali diplomats. His achievements for the Somali cause and nationhood was immense. Read this in meeting the former US Secretary Kissinger and how proudly he represented his country. He was not even the foreign minister.

If Dr. Hussein Qaasim was from one of the loquacious Somali clans such as Reer Mudugs, his name and background information would have been on all Somali websites. But unfortunately Dr. Qaasim came from a family who are not known for arrogance and bluster. Let us keep it that way :up: :up:

is his father or grandfather was a diplomatic or minister of finance or something, before siyadbare?

his cousin works for university of qatar and trains the diplomats how to behave when they are out of middle east. we call him damage controller. well educated and very well behaved person. the only think i dislike about him, is what i hate about myself. somalida wo iska ilaliiya!

inshallah Fah has a great future in what ever he choose to do, cause he is hard worker.

im great, AW, waryaa come here, there is a huge job fares every where getting ready for the huge event if soccer. get 5 years contract, your house, cars, yes cars, one for work, the other for your off work time. even you maids paid. is good quick money making and not spending event!

Adeer, Unless you are working for a foreign company: American, Canadian or European, you will face a tough time. I have friends who work for Qatar Foundation, Qatar Airways and other Arab organizations. They complain of the unprofessionalism and discrimination against Somali-Canadians, Somali Americans, Somali Europeans etc from their Arab bosses. The worst bosses are the Indian ones. Yet the same Arab bosses run after and listen to everything their white employees do.

I will be in Doha again this Spring. I also plan to visit Muscat too. How is Oman ?

I hope fah doesn't pursue a career in politics, as it corrupts the soul. Should he, he will become unrecognizable (character-wise).

Yes Adeer Hyper!! His father, Xuseen C/Qaadir Qaasim, was the minister of Minerals and Natural Resources during the Siyad Barre regime. Dr. Qaasim and Cumar Carte Qaalib were the most qualified foreign diplomats at that time and often met international dignititires to discuss important political issues. The problem was Siyad Barre wanted his half-brother C/raxmaan Jaamac Barre to serve as the foreign minister but he didn't have the skills, education, and experience for that. Dr. Qaasim was put in jail for objecting the regime policies and when OG elders bailed him out from jail, he fled to the US. I think he died in VA/MD area years ago. RIP. One of the most educated Somali diplomats ever :up: :up:

He is very active with the Somali youth in the USA and is a regular participant in the Annual Somali Youth conference in the US. He also happens to be a former US Marine Corp. He has previously, unsuccessfully, ran for governor. Good luck to the brother :up:

Why do I know this information about a random Somali from the other side of the world I don't know. :lol: What's a photographic memory for :Shrug:
