speaker distributes the motion and closes the session

the parliament session of today has been closed after a motion againist the pm signed by 168 mps-also said a new 25 mps are joining this- was disributed to the mps.

its expected the pm to give a qarxis farewell speach to the parliament calling his rivals an extremists!!

saacid goes out with his animosity!

the voting could take a while till the weekend.

I represent myself, my position towards hassan sheekh has nothing to do with hiiraan but that I some point believe in dam jadid and I'm now making a thread about the dam jadid state minister mohamed gacal

The Somali Federal Parliament is set to debate a motion against Prime Minister Abdi Farah Shirdon which was submitted on Sunday.

Following the distribution of the document that was reportedly endorsed by 168 MPs, the Speaker of the Parliament Professor Mohamed Osman Jawari announced that the lawmakers were handling an important issue which they have to study for five days.

“The honourable members of the house are going to debate the motion seeking a vote of confidence for the government of Somalia led by Prime Minister Abdi Farah Shirdon,” proclaimed Speaker Jawari.

He added, “The parliament will debate the proposal on Saturday, 30th of November.”

According to the Speaker, 230 out of 275 MPs were present at the session on Sunday.

The proceedings, however, were disrupted by a section of the MPs demanding that the names of the legislators endorsing the motion be attached to the document.

“We are not sure whether this motion has been properly endorsed,” shouted some MPs thought to be loyal to the PM.

The document was first passed on to the leadership of the parliament on Thursday.

STRAINED RELATIONS

Political insiders believe that the current crisis is the result of serious differences between President Hassan Sheikh Mohamud and his prime minister.

For almost two months, rumours have been circulating, indicating that President Mohamud was in favour of the PM resigning on the grounds of inefficiency.

However, on November 12, Shirdon issued a statement admitting that the reported differences between him and President Mohamud were indeed true.

“The misunderstanding between us (president and prime minister) is not political, but constitutional,” partially read the statement from the prime minister’s office.

Sources close to both offices reiterated that the president objected to a proposal from the premier to approve a list of cabinet members in a reshuffle.

President Mohamud was said to prefer a fresh government set up by a new prime minister.

Some reports pointed the finger at Shirdon for rejecting a demand by the president for him to resign in order to pave way for a new person to lead a fresh government.

The development generated a constitutional crisis. According to Somalia’s provisional federal constitution, the president can nominate a premier, but cannot dismiss him/her.

To leave office, a prime minister either resigns or loses a parliamentary vote of confidence.

The session was dismissed due to the names and signatures of the endorsees being not handy.

The decision the speaker has to make is to determine whether or not this motion is debateable.
Is the motion without signatures sufficient enough to open it up for debate?

If yes the motion passes and MP get to debate about it.
If No then it is dismissed and thrown away.


BTW, if this motion is legit, i dont know see what would make them hide their identity.
Faces have to be behind the motion for it to have credebility.

Not really......normally there will be one or two MPs whom will sponsor the motion, then it will be voted upon.

How when the motion was distributed to the mps?

The motion had signatures not full names on it, the speaker has said to the jamacat saacid: we will provide you the names too :roll: Take it and read it within 5 days!!

not that way too. It needs a timing first and then the signature of 55 mps

The day they signed it was said there were around 200 mps and 168 of them have signed. Now its around 240, heard 25 of them willing to join =majority of no confidence vote.

I guess you are getting your info from a misleading places

The motion has gone through the mps and only waits to debate on it wich is a constitutional process before getting ready to vote. this is not up to the speaker rather the mps. Speaker had the chance to reject it before the mps using such excuses. This was what the pm was hopping but he told him that he can't change anything!
He added, “The parliament will debate the proposal on Saturday, 30th of November.”

the speaker dismissed the session due to the interruption. he pronounced the session is closed and we shall meet once again on the 30th. the session got out of hand when some members of parliament complained about the motion not having signatures to verify once and for all the identities and the faces behind the motion.

their names have to be declared before parliament. protocols haVe to be followed sxb to reveal thE identities of those behind the motion. this is Done to verify if the numbers on the paper as in the motion and the number of MP's are in sync.

Is it true that some of those that signed the motion aren't even in the country. If so what does the constitution say about this if it turns out many of the signatures are them to the point it could leave the motion without enough signatures :?:

I heard the same but truth shall reveal it's self. This could be the reason why some MP asked and requested for the names of the motion signatories who brought it foward. After their names are forwarded and revealed could the motions legality be debated by both sides.
