Looks more like one big scene depicting a family consisting of father, mother, 3 kids, a livestock and shelter.

Garoonka ciyaarta ka daa.

One scene is the family i have described to you.
The other scene is the politicians infighting themselves.
As you can see the two scenes are devided.

If I understood the picture correctly, Amiin wants the government to stop infighting and help reer Bari who were affected by the cyclone floods. He's asking for the impossible. For one, the government has insufficient budget, not even capable of paying the salaries of its employees. Second, it's too much to expect the president to help his rival clans (reer Bari). Third, Puntland like Somaliland is semi-autonomous region that has its own budget, military, police, etc--so, the president isn't obligated to help them, even if he can.
