Al-Shabaab appears effective at exploiting the
security gaps resulting from a disoriented leadership.
Mogadishu is noticeably less safe than it was a year
ago. Attacks are more frequent, more precise, and
more destructive.Corruption syndicates also benefit from the crisis.
