I always liked to debate on this. I have debated before on this when saacid was appointed, kamal guutaal the villa somalias manager has read a presidential decree on the ministers appointment!
Now we see this piece
The article 100 gives the pms right to appoint his cabinet but seems there are secret constitutional codes
Also the new pm was saying in his interview with the VOA he is going to consult with the people and then will final present his cabinet to the president
Pm saacid in his last attempt when he presented his list the president has called him to put it away and resign!!
So apparently that why the pm is not free to select his cabinet without the presidents involvement?
""Waxaan aqbalay Ra’iisul Wasaaraha soo jeedintiisii ee Golaha Wasiirada cusub ee uu soo xulay oo matala dhammaan gobolada dalka. Golahan Wasiiradu waxey heystaan kalsoonideyda. Golahan Wsiirada waxaa sugaya howl aad u culus oo looga baahanyahay inay dhameystiraan dib-u-habeynta iyo dib u dhiska uu dalku u baahanyahay
Ra’iisul Wassare Abdiweli Sheikh Ahmed Mohamed waxuu heystaa taageeradeyda buuxda, waxaan shacabka Soomaaliyeed iyo beesha caalamka u xaqiijinayaa inaan ognahay howlaha culus ee na horyaalla. Waxaana idiin caddeyneynaa sida ay nooga go’antahay isbedel dhab ah oo muuqda, isla markaana la dareemi karo, shacabkuna ay aamini karaan
Waxaan rumeysannahay in Xukuumaddan cusub ay horyaalaan caqabado fara badan. Waxaana u baahanahay in xasilinta iyo amniga la sii dar-dargeliyo, la horumariyo adeegyada bulshada, dar-dar gelin lagu sameeyo maamulka iyo maareynta maaliyada, iyo sidii dib u dhiska dalka looga shaqeyn lahaa
Waxaan ka codsanayaa Baarlamaanka inay waajibaadkooda dastuuriga ah ka gutaan oo ay ansixiyaan, si Xukuumaddu ay u dar-dar geliso qorshaha siyaasadda, amniga, dib u habeynta maaliyadda iyo adeegyada bulshada, oo muhiim u ah xasilinta iyo horumarka Soomaaliya"
the pm needs to get the presidents approval on the cabinet!

That's because you are ignorant about parliamentary democracies.
For example the government of England is called the Queen's government and thr government of Canada is unde the Governor-General. It is thei equivalent to our President and Ethiopia's president and Tukey's president. It is symbolic diplomatic language designed to give sharafto their role as Head of State.
Really, it means they have zero say who is named and their signatur is qurxin without voice if th PM and Parliament agree.

thanks for the clarification ustaad voltage, I remember where you talked these "hiden codes" before but we are a third world country and the president can take advantage of it by involving in their selection as it happens often in villa somalia other wise why saacid stopped at there and told the world that the president has called him to resign instead? The`Republic wrote:That's because you are ignorant about parliamentary democracies.
