WCS. The propaganda aims to give the impression that there's a sense of normalcy, security, rule of law, order, etc. The objective of encouraging the diaspora to come back is to force a reality that doesn't exist; the reality that Somalia is on the path of recovery. Such a reality cannot be forced on, else it's bound for failure.
