Niya, qabil was rampant in the first democratic Somalian government. Do some research. Somalis love qabil more than sex.

BaastoUnit, I stand corrected, yes there was rampant corruption and nepotism and AUN AbdiRisaaq was the PM who did mass firing i.e busto rosso even firing his own brother. However, in the period 1960 - 69, the state machinery was not used to target and murder civilians.

I think the leader of HSM is greater than qabiil. He's from an entirely different region/qabiil, but commands Somalis from all regions/qabiils.
