Rent controls should be implemented

The various governments in the Somali regions need to bring rent controls. The locals are being priced out with this "boom", especially in the larger cities. Rents are increasing way too fast

I suggest landlords not be able to increase more than 2% every year. This will ensure landlords make a profit but make sure renters, especially the poor, are not gouged
