It was supposed for the Baydhabo conference to elect its president today or tomorrow followed by another presidential announcement from the other camp a day after!

From what I heard, the new interior minister who was born in jowhar supports hiiraan, middle shabelle and banadir interim admin

As I know The govt though backing sharif hassan was not supporting the agendas, there were two opinions, to appoint interm admin-though IGAD was againist this- the other opinion is a popular opinion close to the govt wich calls sharif hassan to adopt a two region-state choice

It seems that lower shabelle will have a special case under sharif hassan with its bro xamar samaale garre governor.

This is for the interim stage.

I thought that shir is happening in afgoye this month march for benaadir administration state building which includes s/Hoose,banaadir, and S/dhexe!

Firstly, according to the official policy all these are interim administrations, means an interim solutions!

Prez hassan has said that he doesn't recognize one single state!

Now, my political readings is that the south will have two federal states, thus, the govt is keeping lower shabeele along side with bay and bakool for strategical balance!

The second state will consist galmudug, hiiraan, middle shabelle and banadir-the capital will be splitted from the rest of banaadir and may consist no more than three districts; xamarweyne, waabari and wardhiigley, this will be achieved within this year after a new legislations.. That means the three millions of xamar will have representations in the upper parliament)

For this interim era, galmudug administrations need first to orgnize themselves in one administration

Hiiraan can join any where in this interim era and will not be forced(this is also how xamar conferences see this)

Let us say for sure the interim banaadir administeration will consist banaadir and middle shabelle.

As for the special lower shabelle status, its just my political readings; for this interim era, the govt may appoint the lower shabelle admin besides its absurd to be practically under baydhabo as the other clans will control it through the army and the samaales garre governor and biimaal mayor.
