UAE to help somalia to build its army

Let me start with other news

The somali president has received today the new russian ambassador to somalia(woow big permanent country in the security council)

Mogadishu is back to the global geopolitics!

Both The UN and IGAD have released press statements in support of the somali govt position from the baydhabo conference.

I think I should post my analysis on the turkey and UAE involving in the somali security strategy backed by america, their initiative is about to concentrate on the somali army rather then losing millions of $$$$ on the unserious amisom wich was given their last chance to finish their operations within this year when their mandate ends.




UAE to Help Somalia Rebuild Its Army



The Government of UAE will help Somali government to rebuild its army, which has endured more than 20 years of chaos and war.

Somali Prime Minister Abdiweli Sheikh Ahmed is on an official visit to Dubai, and has met top government officials of the UAE and also discussed on ways of strengthening the bilateral cooperation and continuation of the UAE humanitarian aid assist.

”My trip is aimed at strengthening the already close relationship between Somalia and the UAE. The UAE is a great friend and supporter of Somalia, taking an active part in rebuilding our government institutions and infrastructure and aiding social and youth development,” he said in a Press statement.

In March 2013, Somali government and UAE signed a memorandum of Understanding on Bilateral cooperation. The agreement renews formal diplomatic ties between the two countries, and also focuses on the political, security, economic, investment and development sectors.

I think the UEA part was in another analysis after this, will check though.

The governments of US and turkey are now the designers and the implementers of the somali policies

Turkey is a very important country in the middle east, from one hand they have this intervention role in syria and on the other hand they have this mediation role between america and iran wich is about the iranian nuclear program. Israel is againist this role since they don't trust the intentions of the turkish pm erdogan who is anti-israel and want for iran to suffer from a futher isolation.

I once thought that many somali issues don't concern the somali president in the first place but after seen how they keep asking him these issues in every where I found out that its indeed part of his current political progam though I know It was part of his 6 pillar policy...he has to get them done before his term ends in 2016 so that the second phase of the permanent govt and the self-dependent strong somalia can be established when there is no more the likes of the UN envoy who had only a mandate of two years

To reach these goals, there are now a serious westren intentions to empower the somali govts institutions such as the army.

For some years ago, the countries that were know as the international partners of somalia had given the mandate to the uk govt for supporting somalia, this has resulted a lot of international conferences on somalia wich have diplomatically helped the somali govt and mogadishu is full now with a global embassies that have strated after the william hagues visit

Turkey and the uk are historical and economical rivals behind the scenes

The uk govt may operate indirectly in the form of a UN-nick kay- it was was behind the security councils draft to partially lift the arms embargo on the somali govt however, since the somali presidents second visit to washington, the responsibilities for supporting somalia seem now to have fallen on the shoulders of the US and turkey

John kerry is defferent than william hugue, the uk is economically motivated and has mostly this aid intervention approach towards somalia while the US has a security approach in the first place and is looking for an ally country.

There is the likelihood of the turkish role getting bigger by the end of this year and involving in the security strategies of somalia but before that they will equip the arm from a far places"

Like I revealed in my the thread the designers of the somali strategy that they are nowadays america and turkey. Emirate is also getting to be a friend of somalia but her role hasn't yet established.
Turkey will involve in the security strategy of somalia by the end of this year if amisom didn't remove al shabaab totally. The turkish initiative will be about building the somali army itself instead of losing money on the unserious amisom who don't want their contract to come to an end. America is a close ally of turkey and they work together in the middle east."

they can pay our troops and buy weapons to us but not build the army they are themselves protected by American forces

My analysis are not normal, they are based on the clues that I woud get from my connections, I know the general policy, what is going in the govts circles and the foreing stragies for somalia

Here are two anylisis, one dates back to jul 2013 where I revealed the presidents expected visit to america and the other is after his visit. This analysis on america and his leadership was effected by the infightings though there won't be a change in the strategy but may weak the center.

I talked about the agendas, his leadership, the ports, the come back of baydhabo...e

Firstly america has strongly welcomed hassan sheekhs accession to the power but at a time when the politics were on the verge of agravation they contacted with him and their clues were back then not too adjacent with his long term policies however he insisted all of his short term and long term plans and the agenda was postponed to this visit

Now, since the invitation, there have been a good political accomplishments like the peace agreements, reconciliations, national conferece vision2016...all of these accomplishments have been welcomed internationally.

This makes him a capable leader who can deliver his own national policies...however, it looks like the implementation could have a different tactics to make it more adjacent and central where the president plays dowr al bu toula(the starring role) and the speaker or the pm saying different things that goes along with their bases according to the tawzeec al adwaar policy( distibution of roles)

Some groups have won over others because of some situation and have been told to wait for the post-interim era as nothing states now anything except an agreement...are these groups preparing now for the contra attack where the world can hear their voices? anyways it was a political accomplishment for the govt.

as the president has sorted out his national issues it seems that they would care now only about having an ally just like many other leaders and the latest political support of funding the somali democracy shows getting the green light.

The american political support would include military aid as john kerry himself stated it before.

I'm the source.

Kenya and ethiopia are somalias most influential external players, these two countries are againist strong somali central state and told this to the west for a long time.

They only accept a fragmented somalia with some regions closely linked to them.

These two countries are the driver behind the federalism, thus, the somali politics should be fragmented along tribal lines based on three federal tribal states... Puntland, mogadisho and jubbaland

These countries have sent a lot of secret reports about somalia to the west, using the jihadist, refugee and security cards and indeed had a significant influence on them.

Though the westreners didn't approved all their suggestions but still all their clues about somalia are from these countries and this is why hassan sheekh is confronting all these external problems

Somalias hassan sheekh would be vastly different if these external problems were removed

Now what is the american position?

America has approved on hassan sheekhs 6 pillars policy in order to maintain stability and peace first but there is some clash between them wich is about the federalism. The US has asked him to appoint his interim governors but after this term ends has to bring the system closer to a genuine federalism by holding a regional elections...
All that is agreed, the problem is that Hassan sheekh wants the govt to control the port revenues in the federalism era so he refused to listen to their clues saying that he will rather resign than grant the federal states this status specifically in the south

The reason is that he fears such a federal state will have contracts with foreing countries on its port and resources and though getting and interim support he doesn't want to sign what could damage him in the long run.
